MST Development Corporation is proposing a residential development at 4165-4195 Marine Drive in West Vancouver. This proposal includes three townhouse buildings, at three storeys in height, and is part of the West Vancouver District preliminary development application process.

WORKING TOGETHER AS ONE

The Musqueam Indian Band, Squamish First Nation, and Tsleil-Waututh First Nation (MST) have come together in partnership to celebrate our cultural and family connections, and to reflect our tradition of working collaboratively to benefit our people. This partnership will help ensure future generations benefit from jobs and economic activity within our traditional territories and ensure that all partners, both Indigenous and non-Indigenous, see the benefit of working together as one.

MST Development Corporation was established to oversee properties owned by the MST Partnership. Our three nations are full owners or co-owners of six prime properties throughout Metro Vancouver. These properties total more than 160 acres of developable land and are valued at over $1 Billion. Properties fully or partially owned by the MST Partnership include the Marine Drive Lands, Jericho Lands (West), Jericho Lands (East), Heather Street Lands, former Liquor Distribution Branch Site on East Broadway, and Willingdon Lands.

THE MARINE DRIVE LANDS

Located within the Cypress Park neighbourhood, 4165-4195 Marine Drive (Marine Drive Lands) encompasses three lots with a total site area of 5.05-acres. The site has considerable slope along Burkehill Road and the northeast area of the site with a relatively flat area along Marine Drive extending north into the site.  

In 2014, the MST Partnership (a partnership of the Musqueam Indian Band, Squamish First Nation, and Tsleil-Waututh First Nation) entered into an historic partnership with Canada Lands Company (CLC) establishing equal ownership interest in the Marine Drive Lands. On December 14, 2018, CLC and the MST Partnership signed an agreement providing the MST Partnership 100% ownership of this site. 

4165-4195 Marine Drive will be the first project MST develops without a development partner. Redevelopment of this site will provide an opportunity for MST to express their deep connection to the land while bringing forward new opportunities for prosperity for future generations. The stories, ideas and ways of being of the MST provide a cultural foundation that will be embedded in the planning and design of the lands.

2022 ENGAGEMENT WITH MST COMMUNITY MEMBERS – COMPLETED

From February 22 to March 31, 2022, MST Development Corporation is seeking feedback from Musqueam, Squamish, and Tsleil-Waututh Members on a refined vision for 4165-4195 Marine Drive. In particular, MST is seeking feedback on four topics: Form Inspired by MST Art, Respecting the Land and Nature, Gathering Spaces, and Architectural Expression, Sustainability, and Materiality. In November 2021, the MST Nations hosted two preliminary consultation events virtually. OPEN & TRANSPARENT ENGAGEMENT PROCESS

Moving forward, MSTDC and Kirk & Co. will work closely with the MST Cultural Liaisons to engage with Musqueam, Squamish and Tsleil-Waututh community Members. Once input from the MST Nations’ Members has been incorporated and reflected in the design, we will come back to the West Vancouver community members for feedback (estimated timeline for presenting refined designs to the public is Q1 2022).

All input received through the engagement will be considered by our project team as we move through the planning process and toward submitting a formal rezoning application.
